Government taps HSF Kramer planning head to steer infrastructure reforms

HSF Kramer partner Catherine Howard has been appointed as the chancellor’s Infrastructure and Planning Adviser on an unpaid basis until the Autumn Budget.

Howard, one of the UK’s leading planning lawyers, has advised on major projects including Hinkley Point C, Sizewell C and Gatwick’s Northern Runway.

The government has turned to HSF Kramer's head of planning Catherine Howard for dedicated advice on how to accelerate housing delivery and major infrastructure projects as part of its push to drive economic growth.

Howard, one of the UK's top planning lawyers, has been appointed as the chancellor’s infrastructure and planning adviser. She will serve on an unpaid basis for up to four days a week until November's Budget, taking a sabbatical from client work during the period.

Planning heavyweight

Howard specialises in consents and environmental law and has advised on some of the country’s biggest projects. Her career highlights include leading development consent orders for Hinkley Point C and Sizewell C nuclear power stations and advising on Gatwick Airport’s northern runway project.

Howard said: "It is a privilege to take on this position as the Chancellor’s Infrastructure and Planning Adviser, helping the Government to achieve a step-change in how we deliver major infrastructure and housing."

Bigger picture

Planning reform has become a central pillar of the government’s economic strategy.

The Planning and Infrastructure Bill, now going through Parliament, is aimed at streamlining England’s planning system to unlock delivery of 1.5 million new homes and fast-track 150 key infrastructure projects by the end of the current Parliament. Measures include overhauling planning committees, reducing opportunities for judicial review and reforming compulsory purchase powers.
